1. Context and Background
Gracious Gifters Foundation (GGF) is a girl-led, youth-driven organization operating in the
conflict-affected Southwest and Northwest regions of Cameroon, focused on advocacy,
education, and empowerment for women, girls, and marginalized groups.
To scale its impact and ensure sustainable, ethical, and accountable operations, GGF requires
robust internal systems. This AWDF-funded project aims to address the current absence of
formal internal policies by developing and adopting foundational documents.
The core objective of this consultancy is to embed feminist principles into GGF’s core
operational functions, ensuring equity, accountability, transparency, and empowerment across
human resources, protection mechanisms, and financial resource management.
2. Objective of the Consultancy
The objective is to strengthen Gracious Gifters Foundation’s institutional capacity and
enhance its governance structures by:
1. Conducting a rapid organizational assessment to identify gaps in governance, financial
systems, and leadership.
2. Developing and formally adopting at least three feminist-aligned institutional
policies by February 2026.
3. Scope of Work and Deliverables
GGF is seeking the services of two (02) Feminist-Gender aligned Policy Development
Experts (Consultants) to jointly undertake the following sub-activities within the 02-month
period:
Phase 1: Organizational Assessment
Conduct a participatory organizational assessment in consultation with GGF staff and
Board to clearly identify gaps and needs in existing HR, Safeguarding, and Financial
Management structures.
Phase 2: Policy Development and Finalization
The Consultants shall develop a comprehensive suite of policies, ensuring all documents are
aligned with feminist and gender principles and local/international best practices. There will
be an internal session to present all policies to GGF Team.
Deliverables (Means of Verification)
- Organizational Assessment Report (Including identified gaps and recommendations).
- Draft Institutional Policies for all three sectors (HR, Safeguarding, and Finance).
- Final Policies (in digital format) approved by the GGF Board of Directors.
- Consultancy Report detailing the process, methodology, and recommendations.
- Consultant Timesheets.
- Signed ID Card and CV
4. Required Qualifications and Experience
The Consultants must demonstrate the following:
Educational Background:
Advanced degree in Gender Studies, Law, Human
Resources Management, Finance, Organizational Development, or a related field.
Experience:
- Minimum of five (5) years proven experience in developing organizational
policies (HR, Finance, and Safeguarding) for Non-Governmental Organizations
(NGOs) or civil society organizations (CSOs). - Demonstrable expertise and experience in feminist analysis, gender
integration, and intersectionality in policy development. - Experience working with or within women’s rights organizations and/or in
conflict-affected contexts (Cameroon’s Anglophone crisis context is an asset).
Skills:
Strong analytical, report-writing, and facilitation skills; commitment to
participatory and ethical working methodologies; strict compliance with data protection
and safe working engagements.
Legal:
Possession of all necessary legal documentation (Bank Attestation,
Localisation Plan, Tax Payers Attestation) as required by Cameroonian law for
contracted services.
5. Budget and Payment
Mode of Payment:
All payments will be made through bank transfer upon successful
completion of the assignment and approval of the final policies by the GGF Board.
6. Submission Requirements
Interested consultants (individuals or firms) are required to submit a comprehensive bid
package including:
- Technical Proposal: Outlining the proposed methodology, work plan, and timeline for
achieving the deliverables (maximum 5 pages). - Financial Proposal: A breakdown of the consultancy fee and the proposed payment
schedule. - CVs/Resumes of the two key experts/consultants involved.
- Proof of Legal Status: Bank Attestation, Localisation Plan, and Tax Payers
Attestation. - Two (01) References from previous relevant assignments.
NB: Applicants without these documents will automatically be disqualified.

A bid analysis committee (composed of the Project Coordinator, Finance Officer,
HR/Administrative Officer, and MEAL Officer) will review and select the best two
consultants based on established criteria and a document checklist.
