1. Background
The Gracious Gifters Foundation (GGF) is implementing the “Power in Structure” project, funded by the African Women’s Development Fund (AWDF). This project aims to transition GGF from an ad-hoc operational model to a resilient, structured institution capable of sustainable feminist action. As a cornerstone of this institutional strengthening, GGF seeks a qualified consultant to facilitate a strategic planning process retreat and produce a 5-year Strategic Plan and a revised Operational Manual.
2. Scope of Work
The consultant will be responsible for leading the Foundation through a participatory process to define its direction for 2026–2030. Key responsibilities include:
- Desk Review: Analysing existing GGF documents, donor requirements, and the regional feminist landscape.
- Retreat Facilitation: Leading a 3-day participatory retreat in Buea for 8 Participants (Staff and Board), using feminist leadership methodologies.
- Strategic Planning: Facilitating SWOT/PESTLE analyses, defining strategic pillars, and drafting a resource mobilisation strategy.
- Operational Manual Review: Develop the GGF Operational Manual to align with the new 5-year structure and feminist principles of shared leadership.
- MEAL Framework: Developing clear indicators to track progress through 2030.
3. Expected Deliverables
- Inception Report: Detailing the methodology and tools to be used during the retreat.
- Facilitation of 3-Day Retreat: Successful execution of the strategic workshop.
- 5-Year Strategic Plan (2026–2030): A comprehensive document including a sustainability plan and MEAL framework.
- Developed Operational Manual: A developed internal guide for governance and operations.
- Consultancy Report: A summary of the process, participant feedback, and recommendations.
4. Consultant Profile (Selection Criteria)
The ideal consultant must demonstrate:
- Expertise: Minimum of 5 years of experience in strategic planning for NGOs/Civil Society.
- Feminist Alignment: Deep understanding of feminist movement-building and gender-transformative organizational development.
- Facilitation Skills: Proven ability to lead participatory workshops using PRA tools.
- Language: Fluency in English (written and spoken).
- Legal Standing: Valid Taxpayer’s card and ability to provide a bank attestation.
5. Application Requirements
Interested consultants must submit a technical and financial proposal containing the following:
- Signed CV highlighting relevant experience.
- Technical Proposal: Brief outline of the methodology and a 3-day retreat
agenda. - Financial Proposal: Detailed breakdown of costs
- Legal Documents: Photocopy of ID, Taxpayer’s Card, and Bank Account Attestation and Localisation plan.
- Reference: Evidence of similar work previously completed for women’s rights
organisations
NB: Applicants without these documents will automatically be disqualified.
6. Submission Process
All submissions must be sent electronically to logistics@graciousgifters.org and copy programs@graciousgifters.org by 03rd January 2026 at 12noon. Please clearly indicate “Tender: GGF Consultant- Strategic Planning” in the subject line.
- A bid analysis committee will review and select the best consultant based on established criteria and a document checklist.
